Opposition leader Gadi Eisenkot said his Yashar party will move ahead with legislation on universal military and national service, a state commission of inquiry into October 7, and budget reform regardless of how coalition negotiations play out, according to a report by The Times of Israel. The pledge comes even though his anti-Netanyahu bloc, which combines 48 seats from Jewish-led parties with a record 19 from Arab-led parties for a total of 67, faces real obstacles to actually governing: most Jewish-led opposition parties refuse to formally partner with Arab parties, Yisrael Beytenu's Avigdor Liberman has said he will work with neither Netanyahu nor the Arab parties, and Ra'am leader Mansour Abbas has himself acknowledged that a minority government relying on Arab support looks unlikely.

Eisenkot accused Netanyahu, whose bloc holds 53 seats against the 61-seat majority threshold, of trying to delegitimize the election results, a reference to Likud's claims of fraud centered on alleged foreign interference tied to Qatar. He said preliminary reviews have found insufficient evidence to challenge the results or delay the Knesset's scheduled November 10 swearing-in, which he confirmed would proceed on time.

The legislative push signals that Eisenkot does not intend to join a unity government with Netanyahu even if coalition math forces further compromise, positioning his policy agenda, especially on draft reform, as a line he intends to hold regardless of how long government formation takes.
